Liu Yonghao, the member of the CPPCC National Committee and founder of the new hope group, issued a proposal to speed up the development of the cold chain logistics industry and protect the safety of food.
 
With the development of the economy and the improvement of the people's living standards, the demand for high quality agricultural and sideline products is increasing. At present, the circulation rate of integrated cold chain is low in our country, which leads to the large loss of agricultural and sideline products before final consumption, and there is a hidden danger of food safety.
 
At present, China's comprehensive cold chain circulation rate is only 19%. Most meat, poultry, eggs, aquatic products, vegetables and fruit products distribution channels have no strict cold chain environment, far lower than that of Europe and the United States above 95% level. 80% of perishable food has no temperature monitoring in transportation, which leads to a large amount of wastage of agricultural and sideline products before final consumption, and there is a large hidden danger of food safety. In recent years, the demand for the cold chain logistics is growing rapidly with the extension of the electric business channel to the fresh field, and the demand of the average 3-4 day delivery time.
 
Therefore, the development of cold chain logistics of agricultural products in line with the objective trend of the large-scale circulation, is to ensure food safety, the necessary path of consumption upgrade to meet demand, and can reduce the loss rate of decay, the circulation of agricultural products to promote sales of agricultural products to help expand the path of increasing farmers' income, promote rural economic development.
 
On the one hand, is the urgent demand of cold chain development and food security; on the other hand, many obstacles and challenges exist in reality, embodied in: part of the large and medium-sized city of cold chain logistics vehicles into the city more restricted; during the passage, the toll fee is higher; the cold storage and cold storage building less difficult for approval large; cold chain industry standards need to be improved; the whole industry obsolete facilities and low informationization level etc..
 
To ensure the healthy development of the cold chain logistics industry, which in modern agriculture, consumption upgrade, food safety and other aspects play a crucial and important role, China should foster a number of advanced technology, standardized operation, strong core competitiveness of professional cold chain logistics enterprise culture, increase investment and support on the construction of Informationization, cold chain logistics industry standardization construction, infrastructure and personnel.
 
To this end, I suggest:
 
1, increase the number of green pass distribution, to relax the fresh agricultural and sideline products distribution vehicles to city restrictions. The standardized management of advanced facilities of the key logistics enterprises should give priority to issue Easy Access pass, to relax the restrictions of time and traffic road vehicles into the city, to significantly improve the efficiency of logistics distribution, city distribution guarantee unimpeded, to meet the city's consumer groups demand for safety of fresh products.
 
2, the implementation of preferential policies for the traffic of cold chain logistics vehicles. Cold chain logistics has strict requirements for the whole course of each link, in vehicle, cold storage, information system construction and other large investment funds, suggestions on cold chain logistics distribution vehicle station to give free or preferential access in the charge of treatment, reduce the cost of enterprise burden, support enterprises to concentrate into the industrial progress and upgrade.
 
3, increase the use of land support for cold chain logistics related facilities in large and medium-sized cities. We should increase the construction of urban fresh food transfer sorting, cold storage, increase the planning of construction land for urban transit cold storage, ensure the matching of infrastructure construction and meet the needs of the development of cold chain logistics industry.
